Because why not? I think Arthur would have the will to control the ring. This idea came from a dream where I thought about the "Batman: In Darkest Knight" comic (that places Batman, instead of Hal Jordan, in control of Abin's ring.) Except in the dream it was Aquaman, which I didn't notice as odd until I woke up.
